Thanks for the response. I went through the "clean boot troubleshooting process" and I was not able to identify any applications that were causing the problem. Even with all apps disabled, the problem persisted and I received the same message as previously referenced.
Your instructions on what I can try next will be appreciated.

Hi John,
Appreciate the response and the proposed fixes. I ran both the "System File Checker" and the "DISM" tools and neither seemed to fix the issue. Upon completion of the DISM process, I did re-install the Windows Update, as instructed. Still getting the error message - "The application was unable to start correctly (0xcb)" when I try to launch the Samsung SideSync 4 app.
Ready for the next fix suggestion.
