Intro:
I think Bethesda did a great job overall with Fallout 3, but much of their texture, model, and environmental work left much to be desired. These mods rectify that quite well, in my opinion.
Before you begin:
Run ArchiveInvalidation Invalidated before doing anything.
Install Fallout Mod Manager. It is an invaluable tool for managing, installing, and loading mods. It allows you to enable/disable any mod with a click of the mouse. Using FMM is so much better than manually installing/uninstalling mods.
Install the Fallout Script Extender also, as it is required for some mods. Be warned that this script extender is incompatible with GFWL, so that service will not run when using FOSE. Because of this, you will want to install it before starting a new character.
Download and follow the directions outlined in FO3 RAM BOOST to allow Fallout 3 to make use of more than 2GB of memory (assuming your system has more than 2GB of memory). This does make a performance difference. Be sure to backup your original www.cronistalascolonias.com.ar file before doing anything in case you want to undo this tweak.
In my limited testing I haven’t run into any conflicts between the mods listed below, but please tell me if you notice any. Also, since these make only aesthetic changes, there shouldn’t be any problems adding individual gameplay-changing mods.
Finally, don’t just go to each link and download the first mod file listed. Some of these mods have multiple options and versions to better fit individual PCs and tastes. Take the time to do a quick overview of each one to learn what it changes. Your Fallout 3 experience will be all the better for it.

*NeilMc’s Texture Pack is the most comprehensive and best I’ve yet seen, and is what this mod list is built around. It is close to 3gb of new textures, and thus isn’t ideal to use with the mod manager. Manually install this mod by dragging and dropping the texture folder into the Fallout 3 data folder.
**Fellout actually makes the Fallout 3 nights quite a bit darker than the default. You might want some night vision goggles.

On the audio front, Existence , Civil Defense Radio, and GNR - More Where That Came From are awesome.
If you hate playing through the Vault tutorial section every time you start a character, check out the Alternate Start mod. It is great for roleplayers, and gives you a lot of flexibility.
I use Slower Item Degradation at 50%.
Mini Hideout is a superbly crafted player house.
