1. Was it working fine before? If so, do you remember making any recent changes to the computer prior to this issue?
2. Does this happen when trying to download files from all the websites?

This issue might occur due to some third party add-ons causing the issue. I would suggest you to try the following methods.

Method 1:
Check if the “downloads” are saved in “download” folder follow the steps:

a.       Click the Start button
b.      Click on documents and then on left side click on downloads folder and check if the downloads are saved in the location


Method 2: You may disable add-ons and try downloading the files, following the steps in the link:

I tried the suggestions provided and I had previously reset IE several times. This didn't help. The problem seemed to be with IE11 with Windows 7. When I switched to Chrome I was able to download.  However I had previously been able to download files with Windows 7 and IE

Hi Ray,

Your Internet Explorer Security may have been modified to disallow downloads. You simply need to revert the changes you made to the settings.

Enable file download in Internet Explorer
 
a. Close any Internet Explorer or Windows Explorer windows that are currently open.
b. Open Internet Explorer by clicking Start, and then clicking Internet Explorer.
c. Click the Tools button, and then click Internet Options.
d. Click the Security tab, click on Internet, and then click the Custom level button.
e. Scroll down to the Downloads category, and set File download to Enable.
f.  Click OK, and then click Yes.

I have tried all sets listed in this thread and still I am unable to download anything. Gives me the options to run save or cancel at the bottom of the browser, but I am unable to click anything nothing works.

I would suggest you to check if the issue persists in no add-ons mode.

IE11 does not allow for downloads to run. I have no add-ons enabled. Downloads are allowed.

When downloading from Microsoft, e.g. a KB update, the file goes through the download process and then says, "This file couldn't be downloaded." Clicking on "Retry" gets the same message again.

Chrome is able to download and run any update.

I have tried using numerous tools from Microsoft Fix it. Still cannot download files using IE
