3. Did you check with Brother support?
According to the Microsoft compatibility list for Windows RT, none of them has voted saying the printer is compatible, however 5 voted the printer as incompatible.

The point I'm trying to make is that even though the printer is being shown as compatible with Windows RT, it is not. You're right in the fact that 5 people have voted on the compatibility list website to the printer being incompatible, but why is Microsoft showing it as being compatible there ?!
I have a Microsoft Surface RT which has Windows RT as the OS on it. I can't install legacy apps or drivers myself, and so can't just download files and start installing drivers on my own. The driver support for all devices on Windows RT is supposed to be provided by Microsoft.
I checked on the Brother website as well, and they say the same thing - that the printer should be installed by the driver support provided by Microsoft in Windows RT. There is no other way.
In any case, I tried all the steps you listed above and visited the different Microsoft support articles you listed, but to no help. My printer is still showing as being "incompatible with this version of Windows", while on the Microsoft website - it's listed as a device that's compatible. That's what I'm not able to understand !

Initially, I was unable to set up this printer on Windows RT. But after I connected it to a different printer and performed the hardware upgrade, I was able to reconnect it directly to the Surface RT (via USB cable) and the proper driver installed.
Note that to use the shared printer over a network I had to first set up the printer locally (so the correct driver was installed) and then manually edit the port to point to the \\server\share location.
