Delete the rotated selection (CTRL-X) and then paste it (CTRL-V). If you don't delete-paste, the badly chopped version becomes the real one as far as Paint is concerned.

A slight modification to your fix, you need to de-select transparent selections before you cut and paste. Then after you have pasted the item you can re-select it and then enable transparent selections if required.
